In 2025 we provided change management services to help the Australian Digital Health Agency implement a data maturity program, engaging staff organisation-wide in a comprehensive change program and "Agency Data Literacy Month" initiative.

Communication Link developed and implemented a tailored change strategy to support an organisation-wide program objectives which included behavioural and culture change, data policy development and wholesale infrastructure upgrades.

The strategy was built on an understanding of the program's complexity and focused on building the confidence of individual staff and business areas to enhance their data capability. We targeted key stakeholder groups through structured engagement, strategic communication, and purposeful events aligned with program objectives.

This included the delivery of the first ever Agency Data Literacy Month to drive cultural change across the agency on how staff perceived data. Embedded with behaviour change principles, we drove awareness and secured leadership buy-in to foster a shared understanding of data literacy and the value of data maturity.

Each week of the initiative combined CEO messages to all staff with interactive online events exploring different data topics, a comprehensive digital resource hub, and an engaging data meme competition which captured staff attention and made data literacy training feel accessible.
The agency’s workforce is ultimately better positioned to embed data into everyday work, supporting improved health outcomes for all Australians.
